The best inexpensive vacuums are usually upright - and Kenmore vacuums from Sears are consistently good as are vacuums by Hoover and Eureka for just general floor cleaning.

Depends on your needs. Get a cheap electric broom for lightweight cleanups. Get a cannister vacuum for heavy duty jobs.
